The show all regions is a valuable part of the context inline editor, but it's really only useful when the inline editor is in use. Displaying all regions when the editor is not in use is confusing for admins or others who might be editing contexts. I wonder if there is a way to disable this until the editor is selected?

Use your CSS on the right identifier for example, I use: #context-block-region-content
Then your region will only display when you enable the editor
