When Locale is on and I'm viewing the Modules page in the overlay, clicking "Save Configurations" will cause a new tab to open displaying the saved Modules page. When Locale is off, clicking "Save Configurations" correctly reloads the saved Modules page within the overlay.

To confirm this, I shut off all optional modules and re-enabled them one at a time. The problem appears when I enable the Locale module. Currently, the only optional modules I have enabled are Locale, Overlay, and Toolbar. Turning Locale on and off also turns this problem on and off.

I tried to replicate this problem in three different browsers (Chrome, Safari, Firefox), and I cannot replicate it. I think this is a duplicate to this, though: http://drupal.org/node/1082032

There is a patch in comment #18.
