List of learning resources need cache clear when flags are set

Problem/Motivation

The page for learning resources does not update the resource status when setting the resource flag. Nor on any other event.

Proposed resolution

There needs to be a rules component for clearing the resource list page cache. This needs to be called when flags are set, when resources are saved and when resources are voted on.

Remaining tasks

Create rules component.
Update reaction rules.
Re-export.
