Clear user page cache when points are received

Problem/Motivation

When getting points for (say) completing a learning resource, it doesn't show on the user page. That's kind of discouraging.

Proposed resolution

Make sure that user page cache is cleared on relevant events (or whenever points are awarded).

Remaining tasks

Update reaction rules for clearing cache.
Test.
Re-export.
