I'm trying to create a new data source that will use a data block previously created by another user. I cannot seem to get the data block to show up in the "Data block providing permissions list" search field.

This is most often caused by ommiting or incorrectly specifying the --ACCESS= comment at the top of the data block.

Try setting the comment as follows:

--ACCESS=PUBLIC

This is essential that if you're using a datablock as the source for its own security.
