Phone Number is a dependency to several CRM Core modules. While there's no doubt it does the job, I'd rather see it replaced by Phone which is more maintained and more popular.

Does this make sense? Is there a reason why not to switch from one to the other?

The D7 version of cck_phone isn't recommended for production and appears slated to be replaced by something else.

Can it be replaced with something stable?

This module is not a dependency of the CRM Core itself.
One of the feature modules based on it is require it, but not core itself.
