node_feed has a lot of niceties (like including author information, proper output formatting, etc) that project_issue wasn't taking advantage of. The attached patch makes that change & cuts out a bunch of the old rss feed stuff... makes project issue feeds much easier/nicer to follow via RSS.

I tested this on s.d.o yesterday, and nothing seemed to blow up. Yay, less code, and more functionality. Moshe assured me this is RTBC in IRC, so in it went. Committed to HEAD and installed on d.o for real.
