The amount of architectural design discussion issues in this sandbox queue is a bit concerning.

The Drupal core queue should be used for all architectural design discussions. Sandbox issues should be limited to hands-on actionable tasks that don't contain any discussions or decisions (such as fixing test failures for larger core patches being developed in this sandbox).

agreed. I think the best way forward is to come-up with an actual prototype implementation by using issues in this queue, and then post it to an core issue in order to discuss it and its architecture based upon actual prototype. That should help to keep discussions focused based upon a practical example.
