I am currently looking for a way to have site users enter a price to pay through an ecommerce solution. This is for a city website that is sending out water and trash bills. The citizen would receive the bill in the mail, then be able to log into the site and pay their bill online with a credit card.

They should just have to enter name, address, account number (from billing statement), the total amount they are paying and fire t off.

I have used E-Commerce for "products" with set prices before, but never for a user entered price. Any ideas? I looked into Ubercart and found this post: http://www.ubercart.org/forum/support/1043/user_defined_price

Close, but not quite. Can the e-commerce module even do it? What about the other carts out there? Any suggestions would be welcome.

I do not think there is such out of the box feature in drupal ecommerce module. Shopping cart modules in general are designed for selling products and services of pre defined prices. But Drupal Ecommerce can be customised for such kind of applicaitons.

There is a donation module ,part of drupal ecommerce distribution, that offers a text box where user can enter the amount to donate rather than a fixed amount. Probably that is where to start.

That was my original thought, but the bills will have pennies to deal with, like $128.33.

I think I'll try tweaking with the donation portion.

123.33 x .01 = 1.2333

Can you even order decimals of a product?

You don't need to order decimal parts of a product!

If your "bill" is $128.33, your customer "buys" 12833 units at $0.01 each.
