I want to create separate Additional Charges for different parts of the North American continent. Ideally, I'd like to divide the country into Zones (East, West, Midwest/Canada), but 'By State' would work, too. Yet when trying to use the Address Filter 'State' option to determine a product's shipping costs, I can't figure out the correct nomenclature (or else the filter's not working). I tried two-letter abbreviations (like CA, NY) as well as fully spelled out, but neither seems to work. When I checkout with that filter in place (and an appropriate product), shipping doesn't show up in the cart at all. So how would I accomplish this exactly?

(btw, even after choosing 'SHIPPING' for the address filter and saving it, when I go back to edit the filter, it still says BILLING....weird.)
