Issues with an 'FAQ' tag are part of a free flowing list. Users can add it or remove it, at will, in a new comment. Therefore, here are a few suggestions for applying it:

• If there are several duplicates of other issues, then that would be frequent, so add the 'faq' tag to the active issue
• If an issue has is tagged but doesn't meet your criteria, then remove the link and maintain consisten practices

Starting points for browsing the issue queue using the tag:

• Most replied issues tagged 'faq'
• Most replied issues that match 'faq' search term

Interesting Issues

• Recently updated support requests marked duplicate
• Most discussed support requests marked duplicate

TODO: have similar view of but with a list of the issues that the duplicates link to. They would be the canonical issues instead of the one that got marked duplicate.
