I create a node with attachments. I use print $body in Content Templates, but the node is displayed without attachments.

Is this a bug? If not, how can I display attachments?

attachments aren't generally included in the $body, they are included in other parts of the $node object. If you would paste in the $node "BODY VARIABLES" I can probably help you.
