I have a View with two Content panes: One for sorting, another for displaying the View.

Using Page manger the Contextual link for the sorting order does not show.

"Access draggable views"- and "Administer views"-permissions are set.

I was having this same problem but I think I figured it out. If you edit the Panel and then edit the 'style' settings for your view block in the dropdown that appears when you click on the gear icon, choose 'system block' instead of 'no style', which is the default. Once I made this change, my "order view" contextual link showed up on my view in the panel. Hope this helps.

Unfortunately #2 didn't help in my case but it is probably theme-dependent. I got an error about not finding a "subject" when trying the system block option :/
