Even with "Only site administrators can create new user accounts." the OpenID module creates new accounts.

Confirmed. Creates the account with status "blocked".

User receives this error message:
The username *** has not been activated or is blocked.

I reused the error from user_admin_settings

Tested, works. User now gets an alert message that only admin can create users when that is the case.
