Add Openchurch Simplenews feature

Got this started tonight and committed to 2x dev. It isn't doing much other than adding a permission and enabling + theming the subscribe block in the right column. But this should still be pretty helpful for people. I am not planning on installing this by default, rather it will be an app that people can enable in the app store. That being said it is such a small download that I will still package it with openchurch.

The next step is I need to do some more basic testing and also add this to the app store.

When that is done I need to do some more thorough testing to see if I have done enough pre-configuration.

OK this is now in 2x head, 2x dev should be updated by tomorrow at the latest. It is working pretty well. I am attaching a screenshot. This will be the only app so far that isn't going to be enabled by default on installation but it will be packaged with the OpenChurch .make package.

The subscribe block is enabled in both OC theme classic and Mix and Match.

I have merged the 2x branch with 1x which means we are gearing up to push this to 1.11-alpha1

I need testers to download dev and run installs end to end.
