Users who are allowed to modify a host entity should be able to change registrations settings for that host entity.

Not sure I agree. Seems plausible to allow a user to edit an events meta data, E.g., the host entity, but not the registration settings and vice versa. Is there another component to it we're missing?

At this moment, the only permission a user has is a global 'modify all entities with X registration type'.

Im not sure about this one too, but this is the best I could come up with.
