I added a component for proposals and created this page:

http://groups.drupal.org/groups/create

Last step is to change groupsorg_help() to point to that page from the help on /og (aliased as /groups)

There's also the matter of establishing a policy for groups approval. Up until now, it has been under the purview of just a few of us, working from rather stale and contested guidelines. See http://groups.drupal.org/node/70433

* Whose votes count for +1s? Webmasters? G.d.o moderators? The general community? (I'm against the latter, as groups do not need to serve the interests of the popular majority.)

* http://groups.drupal.org/guidelines-for-forming-new-groups should be updated as well, to reflect this new approval process as well as reflect changes in guidelines as discussed in http://groups.drupal.org/node/70433

BTW, was this issue's filing and execution a consensus move or did you just do it?

Group approval is a separate issue. This just moves where we do that without changing or defining how we do that.

While Drupal doesn't have a formal definition of consensus, multiple people expressed support for this in http://groups.drupal.org/node/70433 and no one objected, which I took as enough consensus.

I'm not against moving the process out of the largely unusable moderatr tool we're using for groups now, but by moving the process here you are in fact opening up the issue of how this tool is used. The what and the how are pretty much intertwined as an issue, I feel. I hope others will sound off in this thread.
