Add new Form API flags for button elements and theme_link options for jQuery Mobile buttons

I'm proposing to add some convenience functions to build the attributes array for building button elements and link button anchor tags.

The functions are described below:

By adding some preprocess functions, Drupal takes care of building out the attributes on each element.
