I believe its more of a comparative statement, web 2.0 is only definable when compared to the design and development practices of the late 90s to sometime fairly recently when the internet became less populated by sites that look and work like ass. Web 2.0 incompasses graphic styles, design rules, development techniques, etc and primarily lacks any of the advanced features of the "Virtual Smelling Markup Language" provided in web 3.0
