Allow dc.description to be edited

The Dublin Core Description tag is not currently readily editable, the 'description' tag has to already exist in the form (may not be) and then automatically skips the field if the 'use teaser' flag is set for the content type but doesn't provide an option to control that behavior. There needs to be further control over this, starting with allowing the field to be edited.
