Is there anyway to preview drupal themes before download? Something like an external website?

Not really...
There really isn't anything set up like that AFAIK. Still, that said, downloading and installing themes is actually very painless (just unzip them to your themes directory) and you can apply try them out on your own account without affecting your public site.

Theme Garden
There is the beta theme garden, but most of the themes there are for showing off rather than for download.
