User settings copied from admin when editing

When editing a user on my system I've noticed that some settings, specifically Block Configuration, seem to be always the same setting as the admin user. I didn't realize this until I gave user permission to hide some blocks.

I've always noticed the Time Zone setting is the same as the admin user and just assumed that the user never set this value. Now I think that I have been resetting my users time zones as well.
