Tag Category lost in Custom Content Type

Hi,

I just recently created a custom content type. Inside this content type I've created numerous custom CCK fields. Everything works perfectly but when ever i access this content type to create a node i cant tag.

The ability I've lost is in the beginning of drupal development you create a list of vocabularies and then taxonomy terms under the parent. When you create a story those terms show up a category field at the top. But it no longer does this. How can i get this to show up on my custom content type.

Sidenote, I have the primary term module installed but not running. Could this be the be the reason?

Also I've tried searching for a response didn't find anything.
