This seems a bug for me. If you have a workflow asigned to nodes (just nodes) and you edit a comment, you'll see the workflow form.

Also when you add a new comment. It would be cool to have some kind of configuration form to hide/show the workflow form when adding/editing a comment.

The workflow form is no longer connected to the comment form, so this should no longer be an issue.
