"Use access" functionality is unique to webform module. It gives user a choice to make the webform visible for the restricted group/users, this functionality is not available in blog, page modules...
i thought, if available for blog / page, the user can set access restriction to his blog / page and has better control over posting his blog / page
Was it done purposely or is any other reason for the same ..
