It would be convenient to be able to completely turn off the mobile site by checking a checkbox in the main admin screen (for example).

Mobile browsers should see the desktop version of the site when it is disabled.

I've attached a very simple patch.

It just shows the normal desktop site when the mobile url is visited.

Note a better solution would be to redirect mobile users to the desktop url too.

Users already have a number of easy solutions to temporarily disable the mobile site, such as disabling the Mobile Tools module, disabling automatic redirection or by making the mobile URL and desktop URL the same.
