Just a shot in the dark, but I committed a possible fix. Please try the latest dev (12 hours from now) and let me know.

I made a mistake. This problem isn't in Dev version but in 6.x-1.13 verion. I'll test Dev version then when commited. Also there is a missing translation for "Cancel" button when you have "Confirm and Cancel" options in VBO, Confirm is translated.
