If I have Menu Minipanels and Menu Attributes enabled, and I go to /admin/structure/menu/item/###/edit, only the form elements for Menu Attributes show up.

I'm not sure which side the bug is on.

Make sure you're using the -dev version of Menu Attribute, that is known to work.
