Indicate that this depends on 7.14 core or greater

People are confused. See #1559756: Component list empty when creating Issues with Project Issue in Drupal 7. I just updated the project node here, but it'd be nice to just enforce this directly inside the .info file. Not sure if this is the right way to do version dependencies for specific versions of core or not (which is sad, since I helped write that functionality). ;)
