No check for no existing states in State Flow

When first installed with no existing states, State Flow throws the following errors when viewing the content revisions page.

Warning: array_combine(): Both parameters should have at least 1 element in array_combine() (line 574 of /var/www/drupal/devel/sites/all/modules/contrib/state_machine/modules/state_flow/state_flow.module).

Warning: array_unshift() expects parameter 1 to be array, boolean given in array_unshift() (line 575 of /var/www/drupal/devel/sites/all/modules/contrib/state_machine/modules/state_flow/state_flow.module).
