Will not upload small files

Hi,

I had the issue with large files and was able to fix that by editing php.ini. Now I noticed I can't upload small files; below 100kb seems to the minimum. I don't get any errors when uploading, it just hangs on the upload screen, exactly the same way it did when I was dealing with the files that were too large.

Any help is greatly appreciated.
