API Authorization failure. RateV4 is not a valid API name

I am getting the following message back from usps. I am using the current dev version of commerce. I have UPS working ...

I am connecting to the dev server of usps at this url:
http://testing.shippingapis.com/ShippingAPITest.dll

I tried to switch to the usps production server but my account is not yet authorized for that.

EDIT: google tells me many other people have the same problem and the solution is get access to production - which i just requested.
