my taxonomy list looks as below

Vocab 1
--Term 1
--Term 2
Vocab 2
--term 3
--term4
--term5
......

i want users to choose the taxonomy they belong to ... (term1,2,3,4,5...) from a single drop down menu....

Now what is happening is ... i am getting different drop down menus for each taxonomy (vocab1, vocab 2....)
