Can a blogger of a multi-blogger site moderate their own comments, and have their own blogroll?

In a muli-blog site, can a blogger (user) moderate his on comments (i.e. get rid of his own spam)?
Also, can they have their own blogroll?
User Comment and Blog Information
Individual users can administrate comments on their own posts with the User Comment module.
Individual blogrolls (that word makes me shudder -- it's too similar to bogroll, a Britishism for a roll of toilet paper) can be made with the Blog Information module. There may be other ways, but bloginfo works for me.
update: I just found a blogroll module mentioned in one of the feeds I subscribe to:
