Make icon key optional for layouts

For now, if "icon" key is avoided for layout in hook_LAYOUT_panels_layout(), on a layouts list the icon will be shown as missing image. The problem is, that usually, creating few layouts for a specific website, it's not useful to create image for each of them. So instead of copying some standard image, it's better just to avoid it. Simple check solves the problem.
