The comment_goodness module allows setting th sort order of comments as displayed on a node.
The Comment section label and New comment form label can also be customised.

The settings are configured per content type, e.g. admin/structure/types/manage/YOUR_TYPE in the comments section.

Also, one could even add an .info line to give a hint where the gui is found:
