If the goal of the Easy Starter Kit was to create something that's as easy to use as WordPress with the option of extending it, these seem more appropriate for the Moderate level.

Can we establish a few skill benchmarks that you'd expect people to understand before moving from Easy -> Moderate -> Difficult?

Delta and Context require some significant configuration and I think they would be better as moderate kit tools. CSS Injector however, saves the end user from modifying CSS files which, in Drupal is definitely not an easy task.

Maybe a compromise.

Makes sense... what about js_injector (http://drupal.org/project/js_injector) too?

I haven't used it lately, but I created the initial D7 branch by cloning css_injector http://drupal.org/node/1018156#comment-4653820

I think both CSS Injector and JS Injector make sense in the easy starterkit. For moderate and difficult, maybe a guide on how to add customized CSS files is better, as I find it much easier and faster to edit CSS files when knowing which ones to add/edit.
