The facet and current search blocks are kept around if the module is uninstalled, and may reappear with old settings if it's re-installed.

Nit-picking here, but it might be nice to add a condition checking if the block table exists. This is a super edge case at this point, however Facet API does not depend on the core Block module and it is possible to have facets not displayed as blocks. I would bet there are no sites doing this right now, but it would be nice to handle this use case now to account for people not using the block module. With that being said, I wonder if there will ever be any.
