How do you activate the top bar in the Marinelli Drupal theme?

Have I been required to install additional plugins and create my own Block for this?

What is the proceedure to install it, has anyone seen a tutorial or has any advice?

I heard that the topBar section at the top of the page does not work on Drupal 6, only on Drupal 7.
Am I correct?

This issue is being closed because it is against a branch for a version of Drupal that is no longer supported.
If you feel that this issue is still valid, feel free to re-open and update it (and any possible patch) to work with the 7.x-4.x branch.
