Thanks for the d7 port - can I just check that their currently isn't the ability to have the tips section collapsed by default? It appears to either be shown fully or hidden completely

That is correct and I don't think I will implement that feature for D7 as the core area no longer is collapsible. If someone wants to create a feature for that works it can be proposed with a patch.
