This is going to sound like a silly question, but could anyone point me to some basic usage instructions for this module?

Configuring the display of the tag cloud seems obvious via Configuration -> Content Authoring, then presumably the block is "Tags in Tags", but how does one actually add tags to content and get them to display?

Any help would be really appreciated.

This is out of scope for the module, but you create a term called "tags" then add the taxonomy term "tags" to a content type. Articles, by default, have "tags" associated with it.
