Adjust Weight of Form Elements

I am trying to rearrange the forum elements on the users 'Account Settings' page. Specifically, I want the 'Pictures' element to be last on the page.

I am pretty sure that I need to work with hook_form_alter- I am just just getting started with Pro Drupal Development, and am a little unsure of the best way to get started.

Does anyone know if there already a module that facilitates this type of thing? If not, any other advice or suggestions going forward are greatly appreciated-
