Don't cause excessive cache and menu rebuilds

Every time a product type is saved, the menu is rebuilt. 5 saves, 5 rebuilds. Same for tax rates and tax types.
This kills performance on install time.
No need to do that, Commerce allows us to tell it not to clear anything, and then handle that part ourselves.
