does 6.2 require additional items installed on server, or is enabling the module all thats needed to use flag_recommender?

Does it too need the apache stuff installed on a server?

It doesn't need apache solr stuff, but it does need apache mahout.
you need to enable all dependent modules in order for recommender to work.
