For some use cases, I think it would be helpful for all users to be able to see all (or maybe just some) of the workflow states, even if they may lack the permissions to select some of them. This would help people visualize the overall workflow and better understand their role in it.
I think this could be done by having all of the radio buttons visible but having the disabled workflow states as disabled radio buttons.

nancydruI think this may not be worded exactly right. Disabled states have been deleted from the workflow but are kept in the database because some nodes may be in those states. I think the OP wants to see all states that are available, but with those the current user cannot set disabled.

I did look at it a bit. I think it would require a mod to the Workflow module to make all the states available. Fortunately, I know the maintainer. However, the new Workflow Admin UI does show all states now, including those that are disabled, so at least admins can see that.
