Working with Pageroute mod, suddenly site starts getting 403's instead of 404's

Pageroute mod is not one that we can see is known to at times return 403's instead of 404's.

Yesterday we did a fair amount of work setting up Pageroute... in the logs at the time we suddenly see a transition from the server returning 404 errors and returning 403's instead.

We have tried disabling the Pageroute mod to resume normalcy... did not work. We also disabled nf_registration_mod, nodeprofile, and subform_element.

While we were working with Pageroute, specifically at the point in time when we enabled Pageroute Nodefamilies and Pageroute UI. Initially those two were not enabled, and the site was still 404'ing correctly.
