I was on the v1.1 release of the External Links module.
Update Status advised me of v1.3 release
I upgraded to v1.3
Update Status is now warning me to update to v1.1

Yeah, sorry about that. Known bug. It's a problem with the update.drupal.org infrastructure and a http proxy called "squid" that runs there. See http://drupal.org/node/156550.
