How about using an asterisk (*) instead of a dash (-) to generate the bullets? This is how MediaWiki does lists and it's already an established ASCII-to-HTML standard.

There is a patch in the issue #241538: Patch fixing multiple wrongs that solves this and other issues, please review/test it whether it solves your problem definitely.
