Insert some default, inactive, rules

The following rules should be added

features[rules_config][] = rules_rules_monitor_site_problems
features[rules_config][] = rules_rules_monitor_unpublished_comments
features[rules_config][] = rules_rules_monitor_unpublished_nodes

There are two major problems to overcome:

(1) I have removed this from #1390782: Rules Monitor needs its own UI because of this issue.
(2) #1568134: Enabling or disabling a contrib rule makes it disappear, so inactive rules will not be visible on the rules admin page.
