Enabling the development app results in this message
"Archivers can only operate on local files: temporary://update-cache-4618ab3e/devel_themer-7.x-1.x-dev.tar.gz not supported"

Maybe it is that devel_themer is not included in the download, but is included in the install?

Enabling rotating banner app I get the following error:

Archivers can only operate on local files: temporary://update-cache-de57b7d9/views_slideshow-7.x-3.x-dev.tar.gz not supported

These errors are probably related.
